Ulises Ernesto Ruiz Ortiz (born April 9, 1958) is a Mexican politician and former governor of the State of Oaxaca. He took office in 2004 as a member of the Institutional Revolutionary Party (PRI). In the 1997 mid-term election he was elected to the Chamber of Deputies to represent the sixth district of Oaxaca. Ruiz Ortiz was accused by some of rigging the 2004 election for the governorship.
